A Collaborative Civic Project: designed by Lionakis and delivered through a Design-Bid-Build process by Broward Construction, the new 109,000 SF facility replaces the county’s aging downtown jail with a modern, therapeutic environment. The project reflects Napa County’s long-term commitment to correctional reform, staff wellbeing, and community health.

The Napa County Detention Center supports a progressive direct supervision model, placing staff inside housing units to encourage positive interaction, improve safety, and reduce tension. Flexible, technology-enabled program spaces for education, behavioral health, and recovery are integrated throughout the facility.
Abundant natural light and comfortable furniture solutions throughout facility play a critical role in creating a more therapeutic, less institutional environment. Mental health and physical comfort are supported, stress and agitation reduced, and orientation for individuals in custody improves while enhancing alertness and wellbeing for staff.
Intentional biophilic design strategies are woven throughout the facility, including abundant access to natural light, increased transparency, calming materials, and thoughtfully integrated environmental graphics creating a more human environment. These elements work together to soften the institutional experience, support mental health, and create a more normative environment for individuals in custody and the staff who serve them.
Spaces are designed for rehabilitation and flexibility: including a dedicated behavioral health unit, flexible housing pods, program/education spaces, medical and intake areas, and outdoor recreation zones...all to support rehabilitation, and improve daily operations.
The Napa County Detention Center demonstrates how thoughtful design, construction, and furnishings can work together to reshape civic infrastructure. It's a powerful example of how even the most complex environments can support safety, rehabilitation, and human dignity through intentional, human-centered design.
